Do I need a Certificate of Appropriateness to repaint my house in a Heights historic district?
For repainting, no — Houston's preservation ordinance doesn't regulate paint color, and painting a surface that's already painted is exempt from the COA process. How do you prep hundred-year-old wood siding without wrecking it?

What we don't do is blast old-growth pine with aggressive pressure washing that forces water behind the siding. Prep is most of the job on a house this age — the finish coats are the easy part.

There's no single magic month, but conditions matter more here than in most cities. We watch dew point, surface temperature, and rain windows — Gulf humidity slows cure times, and painting siding that hasn't dried out invites failure. Fall and spring give the most forgiving stretches; summer works with early starts; winter works between fronts. We schedule around the weather instead of pretending it isn't there.
